So, can anyone ID the singer at the start of "I Know It's Gonna Happen Someday"?

Hi, Board!
I'm trying to write something about Morrissey, and I really want to find out the source of that tiny snippet of a 40s show-tune or ballad at the beginning of "I Know It's Gonna Happen Someday."
It's a woman's voice, buried in radio noises, about a minute into the song, singing, "... just like me" (or "just like you"? Opinions seem to differ). Sounds a little "Somewhere over the Rainbow"-ish to me.
Morrissey has said in interviews that he was just playing around with a radio and has no idea what the German dialogue before that is. But is that true for the song sample, too? It seems unlikely to me. (You can listen to the song here if you're curious: http://hypem.com/track/1048972. I've also made an mp3 clip of just the sample part, which I can send over email.)
Anyone know anything? Or where I should look next?
Thanks!
